One did a pretty good job of showing this with saitama, in that when garou killed Genos and garou killed his child friend, saitama and garou lost their anchors to humanity that allowed them to keep themselves sane, ulitmately they "fixed it", but imagine the monster they would have become without it, Saitama almost destroyed the earth himself, and he would have if not for blast porting it away, even then he destroyed most of jupiter and some moons, even destroyed a few solar systems or galaxys which we know have alien life given the existence of boros, even tho some of humanity survived, their heroes are gone and most of japan is a irradiated waste land, this isn't even pure time travel, it isn't just erased, saitama just jumped to a younger undamaged timeline, so everyone is just trapped there but himself.

On my estimates, DIO and Sukuna are both much closer than shown Again, the main problem is Time Stop, which is a hard counter just about anything. The thing is Mahoraga needs time for the wheel to move, which DIO can stall even if for just a few seconds. The real question is can Mahoraga adapt to Time Stop, which I say maybe since it can adapt to the point he can counter Infinity, though I say maybe because Time Stop is even more difficult for me to see if Margo’s would experience it or if DIO is simply just outside of time. Maybe if DIO strikes during time stop, I can see him beginning to adapt. That said, say world cutter slash does work, it can be dodged as we see with Maki. Sure she had the precognition of it but DIO’s speed is much too fast for it since The World, if not also DIO, can actually surpass the speed of light, a state confirmed many times over. As for his abilities like Ice Touch and Stingy Eyes, I can potentially see Ice Touch halting RCT, though that is also a maybe, and while the latter might not be destructive enough to kill him, Dtingy Eyes are pressurized fluids fast enough to cut through stone and even beyond that with ease, so they might actually be akin to Piercing Blood. But i arguebly think his best tool his his mind. Much like Sukuna, DIO can be considered a genius himself, both in knowledge and combat, as he can come up with quick ways to not only counter but also learn from his opponents, like Jotaro who could move in stopped time so he countered with throwing knives that would bombard when time stop ended but also to see how long Jotaro could move in stopped time- and that was just after realizing he could move in stopped time after getting gut punched- or realizing Joseph was using Hamon and Hemit Purple to guard himself and counter by hitting him with projectiles after quickly learning that. He is also able to strategize even under great agony, using Jotaro himself to throw him at Joseph and drink his blood, gaining a much better healing factor akin to arguably Muzan and Sukuna and longer time stop and amped vampire abilities. That all said, Sukuna has the advantage of his Domain, immunity to sunlight, and better regeneration. Sukuna is also just as cunning and resourceful as DIO so that also comes into factor. So who wins? If it’s during the day, Sukuna can easily destroy the area around him with his Domain and even normal slash barrages. If he traps DIO in his domain, he might win if DIO can’t get to him under his limit and thus lose, but if DIO can get to him then it’s DIO. In straight combat, DIO not only knows combat himself, specifically boxing, but is too fast for Sukuna to directly react. In fact, the speed is the major problem in general since even without Time Stop he’s too fast to react, and his time stop ability might be able to perfectly counter Mahoraga, I said MIGHT. That all said, they both are weak to strikes to the head, so who ever finds that out first and strikes there before the other can react will get an advantage. In short, it is likely a brutal close match but DIO has more powerful abilities of both countering and dodging while Sukuna can move in sunlight and has a potential win card if he can catch DIO off guard. In a straight fight, though, I’d have to give it to DIO, High Difficulty (Not extreme but still high)

For Bill’s case, he had it the most easiest of he three Bill is a lawless being that controlled the entirety of the Nightmare Realm, in turn negating all laws with his arrival and controlling anything on a whim. Technically, that should mean the same for weirdness magnetism since it is a law, and we now know he can forcefully open barriers meant to trap him or keep him out through he Book of Bill. Even more proof how simple he could have done it is the fact that he simply could have willed that knowledge of what the equation was on his own, and we’ve seen him do similar with gaining any knowledge he wants and seeing an infinite amount of possibilities when he grants it, and even after all of that Bull is already more knowledgeable and intelligent then even Ford Pines, the man who had the equation, since if it wasn’t for Bill he wouldn’t have been able to design it in the first place, so the fact a lesser being is capable of understanding something he could easily solve is not logical, and EVEN THEN, back to what I was saying, these types of equations describe laws and their effects on reality so he definitely could have neutralized it. Oh don't forget about this villain Melkor or later known as Morgoth in Jrr Tolkien's the Silmarillion. Even though he's alot more impotent then most comic book villains are and even his prime state of power is nothing like Khahrahk the Scarlet King who destroys transcendent dimensions and subjugates and enslaves elder gods all the time in the SCP Mythos, Melkor was still the 2nd most powerful being in the creation of the cosmology of Ea and the Timeless halls 2nd only to Eru Iluvatar the only one with omnipotent power and the ability to truly create but within the bounds of the world of Arda which he enter he was more powerful then any Valar was individually. He was the mightiest of his Angelic Ainur Brothers and Sisters. However the problem came he didn't seem competent at planning things in a fleshed course of action and he was very cowardly running away from engaging in a direct fight with the Ainur Tulkas. He didn't seem very skillful at fighting and just let his power contribute most of the time instead of competent merits. Melkor although he orchestrated a chain of events that result in the destruction two gigantic lamps projecting supernatural light across the earth and destroyed a whole massive continent he doesn't use the opportunity very well. Other then constructing a few networks of country sized fortresses that are really aestheticially unsightly and crude with no culture or good imagination in them. But he chooses instead to double down on perhaps the worse strategy yet that forever cripples and makes him so weak and depleted he can't fight one Valar anymore like he used to. He insteads decides to imbue the majority of his direct might and raw power into the lands and matter of Arda itself significantly deamping him forever all while his servants and orcs do all the fighting while he's sitting on his throne making half bake not well fleshed out plots throwing his remaining power around at whatever he thinks works out that is until the Valar break into throne room and quickly carry him off to the Doors of Night to be imprisoned in for a few ten thousand years in human years which is measured different in Valar years until the First Age starts. Melkor is not really smart cunning villain and his plans hardly do any better in the First Age and he becomes even weakers afterwards wasting more of his dwindling power on raging a war of pure Attrition throwing millions of orcs at the High Elves and Humans and mostly succeeds because the Elves were acting dumb and shortsighted most of the time and one of them were intentionally killing their allies over magical jewelry not caring that their kingdoms and people would slain in process and completely collapse in manpower and logistic resources they needed to fight the hordes of Angband off. Needing intervention. In which case Melkor lost badly when the Valar came again busting down the walls of his last remaining fortress and this time sentenced forever in the Door of Night after being executed. Yeah Melkor got lucky a lot of the time in those instances and he losses when a committed cohesive front with power and support behind it forms against him. When compared to villains in the Bible he's not really a long term controlling villain who uses tools of temptations, corruption, seduction, deceptions, contentions, and advance covert means very well. Heck even the 200 Watcher Fallen Angels in the book of First Enoch advanced their wicked evil plans very well through technical legal diplomacy to get what they wanted before eventually taking the mask off when it was too late for the humans they decieved revealing what their true intentions were. Though in the end the Watchers would pay for their crimes with the worse punishment ever to be sentenced to by God in the account when the damage was done and they tried to appeal for mercy but were denied accordingly and were eventually captured by the Seven Archangels to be brought to their imprisonment in Tartarus until their sentenced comes.
